It is not visible in the picture, but it was customary to have a damp piece of cloth wrapped around the bottom, and a piece of charcoal in the top to prevent the tobacco from falling through the pipe. When building a kulo, there was a great advantage of having a surveyor’s transit like Peace Corps provided for work on development projects. When shown the location of the source of water, a person could stake out successive locations with a man at a distance holding a rod, and usually in a day’s time, be able to determine whether there was enough elevation difference to deliver the water to the desired fields. The only alternative available at that time was to dig ahead of the water as the kulo was being built.
